Territorial monitoring, cooperation and evaluation are concepts widely used in policy documents, but in fact it is not that easy to measure how cities, regions and macro-regions are doing with regard to the impact of different policies, progress, implementation and contribution to policy objectives over time.

In order improve the relevance, efficiency and effectiveness of policy-making processes, monitoring and evaluation has a strategic role to play. Stronger political focus on the territorial dimension in various policies and strategies on the one hand and improved knowledge of the territorial structures, trends and scenarios generated by ESPON on the other highlight both the need and opportunities to create tools that can, on a regular basis, provide and promote territorial information and evidence in relation to European, cross-border, transnational and macro-regional policy objectives and their territorial impact.

These tools should, on a continuous and regular basis, be able to provide policy-relevant information to target groups on key trends occurring for European regions and cities related to the policy aims and priorities of the EU Cohesion Policy, the Europe 2020 Strategy, EUSBSR, EUSDR, EUSAIR, EUSALP, the EU Territorial Agenda, the Urban Agenda and the 2030 Agenda for Sustainable Development.  

Different territorial contexts and geographical scales need to be considered along with a participatory approach developed with the stakeholders and policymakers involved in the practical implementation of policies. This should ensure that the tools and outcomes developed are in line with their needs and are useful for their activities.

This workshop will address the ongoing ESPON project ‘European and Macro-regional Territorial Monitoring Tool’, which aims to develop a monitoring tool that allows easy access to different types of data, static and interactive maps and graphs, analytical features and other information for different types of stakeholders.

Two main policy processes and structures in the BSR must be taken into account by the tool and its content: the EUSBSR and VASAB.

Possible questions to be addressed:

What does the post-2020 Cohesion Policy imply for the EUSBSR?

What evidence is needed to monitor the development of the EUSBSR?

What kind of evidence do stakeholders need in implementing their activities?

How can cooperation in the BSR be measured in contributing to the achievement of policy objectives in different territories?

How can ESPON support stakeholders in the design of the post-2020 EUSBSR?
